Central Electronic System of Payment information (CESOP)
“Payment Service Providers (PSPs) offering payment services in the EU will have to monitor the beneficiaries (payees) of cross-border payments, and they must transmit information on those who receive more than 25 cross-border payments per quarter“. See full details about in the Taxation and Customs Union. Note the CESOP file must pass a standardised European validation before being accepted by the National Tax Authority.
Our solution is an Excel workbook that imports a simple CSV (Comma-Separated Values) flat file and exports the required validated XML file.

The CSV format is the simplest way to export data from any corporate database. Basically, the CSV file has only one payment per row. The CSV columns are those specifically selected in the PSP database. The correspondence between each CSV column and the required CESOP field is defined by the user, guided by the Excel workbook.
The Excel workbook checks each payment, detects formatting errors (if any) and exports the necessary CESOP file (fomatted in XML). Excel also internally calls the European CESOP validation module and displays the detected errors (if any). The European CESOP validation module is a standard JAVA program, published by the Taxation and Customs Union, which can be used by both software providers and National Authorities.
The exported CESOP file is now ready to be filed to the National Authority. If the PSP operates in several countries, a separate CESOP file is generated for each National Authority.
User friendly: The use of Excel is well known, and does not require learning. A check sheet guides the user through all steps. All messages are translated internally into all EU languages, for users not necessarily fluent in English.
Easy installation: Download and run. The Excel and JAVA programs run on any computer, no problem.
Total security. Our Excel workbook does not use an internet connection, so there is no risk of information being compromised. All our Excel workbooks are verified as secure by this list of virustotal.com (a Google subsidiary). See all the details in our dedicated Security webpage

Installation and security
Simply download here and run the program easyCESOP.xlsb (Excel binary) , which is a binary Excel, ready to run. Sometimes firewalls won’t let you download a binary Excel: try downloading the easyCESOP.zip, which is exactly the same .xslb templates as the binary Excel, but compressed to bypass firewalls: Unzip and run. If you still have problems, write to info@easyesef.eu and we will send you the templates via wetransfer.com utility
Open the Excel templates (workbook) onto a Windows computer, also Windows over Apple Mac. Normally Windows will ask you for security permission to run the program. If the computer asks for permission to run Excel macros, with a message like «all the macros may be disabled»: In Windows, open the file explorer «File Explorer», select the file, open its properties, right-click on «Show more options», select «Properties» and click on «Unblock» at the bottom.
The Excel program does not require Internet connection. No data loss under any circumstance!

EC Taxation and Customs Union CESOP Validation Module
The validation of CESOP files is carried out by an open source EC Taxation and Customs Union CESOP Validation Module. This is the validator used by the national tax authorities. And it is designed to be used also by the Reporting PSP. The main advantage is that the Reporting PSP can quickly check and correct possible errors in its own internal environment. There is no need for complex and time-consuming communications with the National Tax Authority while cleaning the data. The CESOP validator is a Java program, which is invoked by the easyCESOP program via a Windows batch .bat file (script). Simply download and unzip the EC Taxation and Customs Union CESOP Validation Module in a directory accessible by your computer. The easyCESOP program will ask you the first time for this directory. Each time easyCESOP exports a CESOP file, it will also invoke the CESOP validator and present the results. If you prefer not to use the CESOP validator, set “Empty” as the directory. NOTE: Installing Java may require clearance from Security Officers; invoking the .bat file from the easyCESOP Excel program may trigger security alerts.
